It probably has to do with the frame rate (too high), and yes, this is a known problem. See the KB article at http://support.microsoft.com/default.aspx?scid=kb;en-us;238804

You can fix it if you have some animation software like Gif Construction Set or Animation Shop that comes with Paint Shop Pro.
