Some presentations and/or templates have only a Slide Master, no Title Master. PowerPoint can't allow you to edit something that doesn't exist, so if the presentation doesn't have a Title Master, you can't modify it or choose it.

To add a Title Master, go to View > Master > Slide Master. Then go to Insert > New Title Master.
